Although Mr. Wu has recently elaborated these ambitious development plans in a conversation with the Political Adviser, it remains unclear exactly what was agreed by the parties to the contract signed on 23 November. It is not clear, for example, whether Hopewell intends to finance the development on its own or whether the capital investment will also be raised through third parties.

Mr. Wu indicated that he would be discussing the

project further with officials in Peking at the beginning of

December.

During his conversation with the Political Adviser, Mr. Wu also confirmed that in June he had signed a "letter of intent" with the Guangdong authorities for a highway system linking Shenzhen and Zhuhai with Guangzhou (see Monthly Notes: July paragraph 4). Although a Hong Kong team of consultants was presently engaged in a feasibility study of the project, Mr. Wu predicted that it would be at least a year before any construction

work could start.

Reorganisation of Bao'an County

According to Wen Wei Po on 11 November the reorganisation of Shenzhen Municipality (see Monthly Notes: October paragraph 10) has now included the re-designation of Bao'an County as the non- SEZ area of Shenzhen. The 16 communes to the north of the SEZ will be administered by the People's Government of Bao'an County with headquarters at Lo Bu Keng. The Secretary of the new County CCP will be Fang Bao (concurrently a Secretary of the Shenzhen CCP).

Foreign investment in Shenzhen SEZ

Up to the end of June this year, Shenzhen had 670 joint enterprises involving foreign and Hong Kong and Macau participation. Four hundred of these had gone into operation and total foreign investment in the SEZ now stood at HK$2,200 million, said
