Note of a conversation at Man Kam To between the Director of Trade, Industry and Customs and Mr. Liu Jie, Deputy Director Foreign Affairs Office, Shenzhen:

4 June 1981

Present:

Mr. W. Dorward,

Mr. P.I. Webb,

Mr. Fan Meng-huan,

DTIC APA II Interpreter

Mr. Liu Jie, Deputy Director Shenzhen

Foreign Affairs Office

Turing the visit to the Shenzhen side of Man Kam To, Mr. Liu Jie raised with Mr. Dorward the recurrent question of a second road bridge at

Man Kam To.

2.

Mr. Dorward was shown the extreme congestion on the road and in the handling area for goods vehicles at Man Kam To and the new Chinese facilities to the east of the present bridge were indicated. Mr. Liu said that it would be "logical" for a second road bridge to be built across the Shenzhen River directly to the new facilities. The new goods and passenger facilities were expected to be completed by the end of the year, although they would be partly in use this month when the Inchcape coach services, started to run. coaches would have to use a spur road from just behind the police post at the present bridge to the new facilities, although, a direct crossing using

a new bridge would "clearly make more sense."

These

Mr. Dorward recalled that on several occasions in the recent past, officials from Guangzhou had told the Hong Kong Government that Guangdong placed first priority on the construction of a second road bridge at Lok Ma Chau; not at Man Kan To where there was still spare capacity. The siting of the new processing facilities at Man Kam To was therefore a little strange. whether the plans had been approved by the provincial authorities.
