Transport and Communications: Between Hong Kong and China with particular emphasis on links with Shenzhen (which includes the Special Industrial Zone at Shekou) and Zhuhai;
(f) Energy: Implications for Hong Kong of China's
exploitation of energy resources (coal, oil, clectricity) and China's sales and purchases of the same;
(e) Guangdong and Fujiian: Economic, political and
social developments of general significance;
(h) Shenzhen: Economic, political and social developments of general significance;
(i) Personalities: Appointments of leading Party
and Government personnel in the provincial hierarchies of Guangdong and Fujian and locally in the SEZS.
Adequate coverage of such a wide range of topics clearly depends on my having access to the very widest sources of information. At present most such information is gleaned from the press (English and Chinese) which is a useful if not always entirely reliable or accurate source. Other information is derived from reports made by recent visitors to China (especially Shenzhen and other places in Guangdong). I also seek the views of people who share a similar interest in monitoring economic developments in China.
5. There remains however the distinct possibility that I should have missed press references to particular developments or that a certain project or scheme is simply not widely known. I should be most grateful, therefore, if all addressees of this memorandum would bear in mind my interests (as in paragraphs 2 and 3 above) whenever they read or hear of a new development in
