Illegal immigrants arrested on first arrival in September numbered 650 (a daily average of 22). This represents some increase on the figure for the previous three months (daily averages for June, July and August were 20, 16 and 17 respectively) but so far not a significant one: trends are better judged over a longer period. These immigrants arrived mainly by land. Those coming by sea are showing a slight increase as a result of greater activity by syndicates and the onset of the north-east monsoon. The anti-smuggling measures now being taken by the Chinese authorities are however likely to restrict the numbers crossing by sea.

There was a sharp fall in the number of refugees arriving in September and the monthly total of 508 was the lowest since March of this year. The arrivals consisted of 203 in 9 boats from North Vietnam, 211 in 9 boats from Central and Southern Vietnam, 92 rescued at sea by merchant ships and 2 stowaways. The reduction is probably attributable to the ending of the south-west monsoon in the same month last year.

No Vietnamese refugees previously settled in China arrived during September the first time since January 1981. Action taken by the Chinese authorities to halt departures now appears to have had full effect. Contributory factors were the repatriation of over 2,500 such refugees from Hong Kong in July and the voluntary return to China of many who had illegally entered Macau.
