Guangdong and Fujian's responsibility for their own trade through Hong Kong (para 6, August 1981 Report) has been confirmed, except that oil and wolfram produced in the two Provinces are to be handled by China Resources. Other Chinese Provinces and cities have been delegated authority to conduct commercial transactions up to relatively low financial limits (the Provinces up to HK$1 m. and Shanghai, Tianjin and Beijing up to HK$3 m.) without reference to the Commission.

A local branch of the China International Travel Service has been opened under the name of Luxingshe (International) Hong Kong to promote visits to China by tourists from all countries. Quite what its relationship will be with the existing branch of the China Travel Service is not clear: in theory the CITS operates internationally and the CTS domestically. Confusion is likely.
Special Economic Zones

A Deputy Secretary of the Shenzhen Municipal Party Committee made an announcement (which attracted considerable press interest and speculation in Hong Kong) to the effect that the Shenzhen Special Economic Zone (SEZ) had been given approval by the State Council to build an airport and deep water berthing facilities. No firm information is available about the former though one report suggests that the approval is subject to Shenzhen raising the capital needed to finance the venture. It may not appear attractive to foreign investors. Plans for the berthing facilities locate them on the western side of the Shekou Peninsula (para 9, August 1981 Report) in the Special Industrial Zone. The proposal is to accommodate vessels of 20,000 30,000 tons displacement and two berths are planned.
