I enclose a copy of a letter
the Embassy have received recently from the State Department together with copies of correspondence sent to the US National Geographic Society by the Cartographic Publishing House, Peking. The State Department have expressed interest in the apparent Chinese suggestion that the China/Hong Kong boundary as depicted on US maps should be amended so as to extend what is shown as Chinese from the shoreline of Hau Hoi Wan and Mirs Bay outward into those respective waters. This would, among other things, put the island of Peng Chau within the Chinese boundary.
2. I do not know to what extent this may merely reflect a long held Chinese view about the precise delimitation of the boundary over which we have simply agreed to differ with them; or whether it reflects some recent or new development in the Chinese attitude. I should however be grateful to know how you would like us to reply to the State Department on this point. You will note the need to treat the information provided by the National Geographic Society as in confidence.
