become BCs after having settled in the UK for a period of 5 years, at the end of which, they would be free of any condition of stay:

A woman who marries a BC after the

new law has come into force would

have to apply for naturalisation to

become a BC after 3 years residence

in UK;

Children born in UK to parents whose

residence is of a temporary nature,

e.g. visitors, students, etc., would

not be citizens by birth.

A bill is being presented to Parliament on 13.1.81. The Home Secretary has said he will consider whether it should

be referred to the new Select Committee procedure for exam-

ination. But Whitehall officials are hoping to avoid this

lengthy procedure and that it should become law this session.

A major Commons battle is likely.

Hong Kong is concerned that the paper

represents a distinct shift in the UK's

· attitude towards the territory with

implications of relinquishing sovereign

responsibilities in the future, and turning HK people into second class

citizens and that it would give third countries the chance to change their policies and impose visa requirements

on Hong Kong people.
