The White Paper on British Nationality (Cmnd. 7987 of July,
1980) Main Proposed Changes:-
The White Paper published on 30.7.1980 proposed
a 3-tier (instead of a 2-tier proposal in the Labour Govern-
ment's Green Paper) citizenship to replace the current single
national status of British Subject: Citizen of the United
Kingdom and Colonies :-

(ii)
British Citizens (BCS) for those who
have the right of abode in the United
Kingdom in accordance with the
Immigration Act, 1971;
Citizens of the British Dependent

(iii)
Territories, the vast majority of whom
would be in Hong Kong (CBDTs, a new addition to the Green Paper proposals);
British Overseas Citizens (BOCs) for all
the rest who are not (i) or (ii).
The object is to bring Nationality Laws in line. with the Immigration Act 1971, i.e. to link right of entry
with British Citizenship.

BCS would have right of entry to UK and CBDTs to
their territory of origin.
Other Proposed Changes:

(i)
Transmission of citizenship by descent
is possible for one generation only
to children born overseas. But in
future it would also be possible
through the female line;➡
(ii) A child born overseas, one of whose
parents is a citizen by descent, who

settles in UK, would be able to
register as a BC after 3 years residence
in UK;
