A. PUBLIC ORDER ORDINANCE

1. Legislation relating to the maintenance of public order is

clearly necessary in Hong Kong, as elsewhere. The Public Order

Ordinance was recently amended to simplify procedures for

obtaining permission for public processions and to narrow the

definitions of 'meeting' and 'procession'. In 1980 only 3 out

of 84 applications were refused, none on 'political grounds'.

B. STANDING COMMITTEE ON PRESSURE GROUPS (SCOPG)

2. Committee is intended to help Government know more about

intent, make-up, background and terms of reference of various

organisations in contact with the Hong Kong Government. It seeks

neither to subvert nor infiltrate; it is in no way sinister,

but advises how to respond as part of the Hong Kong Government's

policy of consulting and reflecting public opinion.
