SUPPLEMENTARY BRIEF
ROYAL COMMISSION ON HONG KONG AND ITS FUTURE
1.
Lord Goronwy-Roberts and Lord Campbell of Croy have been
briefed by the Hong Kong Government's London Office for this
debate.
2.
The briefs for Lord Goronwy-Roberts emphasise the progress
Hong Kong has made in education, social welfare, medical and
health services, labour legislation (including ILO conventions),
public housing and the effect of immigration from China.
3.
Lord Campbell's cover overseas students' fees, illegal
immigration from China, the MFA, Vietnamese refugees, Nationality
Law and District Administration.
Lord Campbell is a good friend
of Hong Kong's and will only use UK/Hong Kong differences to
stress need to help Hong Kong.
4.
Lord Brockway may raise the following issues and, although
these are matters for which the Hong Kong Government are responsible,
brief defensive notes are attached:

A) Public Order Ordinance;
B) Standing Committee on Pressure Groups (SCOPG);
C) Tai Wo Ping Clearance.
Lord Rhodes may also speak but it is not known what about.
