The basic conclusions and recommendations are in paragraphs 57 -

The proposition which it is intended should be put to the developers is at paragraph 60(d). Neither of the alternatives seems to me to be likely to be attractive to the developers, since they have said that they were only interested in their own package in its entirety. The proposition could therefore be interpreted

a refusal by the developers of their plan and this could, I believe, lead to trouble with the developers and the PRC. This possibility is not even mentioned, let alone considered in the paper, so clearly the Hong Kong Government do not take so pessimistic a view.

I now see no need for you to forward to David Wilson a copy of John Wu's letter to Mr Sandberg. The developers will soon be hearing from the Hong Kong Government.
