Payment for land acquisition (on the terms negotiated) and for site formation works should be made by instalments upon completion of land formation in each development phase.
As part of the arrangements at (f) above, Govern- ment should at an appropriate time, create an engineering item in the Public Works Programme.
Detailed planning of the area in respect of the option at sub-paragraph (d)(ii) above, should be undertaken within the framework established for the North-West New Territories, but only to the point that this would identify the engineering and infrastructure requirements needed to produce potential urban land from the developer's site and essential adjoining areas. Such planning studies should be undertaken by consultants directly responsible to Government.
Final decisions on whether or not to proceed with building development under the option at sub- paragraph (d) (ii) above, and also with the provision of additional transport infrastructure over and above that required for the "base" network referred to in paragraph 29, should be made in 1983 (that is one year ahead of the completion of initial site formation works) in the light of the strategic planning studies for the entire territory which should by then have been prepared and evaluated.
The possibilities of involvement by the developer in future building works at Tin Shui Wai, outlined in paragraph 55, as a variation of the option at sub- paragraph (d)(ii) above, should be retained as a fall-back position.

Despite the scale of the proposals, public reaction has so far been limited. If the proposals outlined above are found to be mutually acceptable by Government and the developer it is expected that public reaction would be favourable as such an arrangement would demonstrate the practical advantages of combining the resources of
