Government's consultants should pursue their present studies to evolve a development strategy for the North-West New Territories to determine how the developer's site of 488 hectares could best be fitted into an overall planning framework for the region.
The Tin Shui Wai site, together with appropriate additional areas, should be recognised as a potential development area.
The PWD should co-ordinate the planning and development of the area.
Negotiations should be entered into with the developer who should be given the option of either:
(i)
(ii)
replanning the scheme for the development of a township for about 100, 000 persons, including a full range of ancillary uses and local employment opportunities; or
coming to an agreement for the acquisition of the site by Government on terms that take due account of the original purchase price plus a reasonable margin of profit with subsequent land formation by the developer as a contractor to Government. Acquisition at full rates for urban layout areas is not considered appropriate in view of the premature commitment Government would have to make,
Any agreement reached on the basis of sub-paragraph (d)(i) above should be on the understanding that Government's direct involvement would be in respect of associated land resumptions and the provision of external infrastructure. Also, agreement to develop- ment of the site would need to be contingent upon settle- ment of an appropriate land premium.
As part of any agreement reached under sub-paragraph (d)(ii) above, the developer should guarantee the provision of fill and undertake, through the PWD, the formation of the entire site and other necessary civil engineering works through competitive tender to produce land for Government, with the first sites to be made available by mid-1984.
