The latest position on Tin Shui Wai

At a meeting held at Government House on 29th Feb. 80 the Governor had proposed that a paper to Exco should be prepared seeking approval to proceed with a joint study covering both Tin Shui Wai and the surrounding area. It had also been stated that co-operation with the consortium (involved in the development proposals for Tin Shui Wai) in such a study must be recognised as a commitment to subsequent development and that there should be a firm recommendation that Government proceed.
The criteria set by Government for the Master Plan were:-
a fully balanced integrated New Town to the requirements of the Hong Kong Outline Plan and Town Planning Office requirements.
Our Consultants liaised fully with all the Government Departments involved during the development of the
Master Plan and it totally reflects Government requirements.
In order to meet Government's requirement that we should not draw upon scarce reserves of filling material we commissioned an extensive investigation in Chinese waters in an effort to locate suitable marine fill. We received extensive co-operation from the Chinese Authorities and we can now confirm that the 50 million cubic meters of filling required is now available.
On 30 May 1980 the Secretary of the New Territories wrote to us confirming the Executive Council decision that Government would co-operate in the study.
The Master Plan was submitted for consideration by Government on 13.10.80.
Between the 13th October 1980 and 27th January 1981 all queries raised by Government have been satisfactorily answered and an appreciable amount of additional information submitted.
On the 27th January 1981 we received confirmation from the

Government reviewing body the Land Development Policy Committee - LDPC that they had received all the information required for a Government decision to be made.
