There are as yet no agreed targets for the supply of land for all categories of users other than public housing. While, until we have established our supply targets for all forms of land, there is no simple effective scale against which to measure the adequacy or otherwise of forecast supplies of land- and we appreciate that such targets will themselves be arbitrary and require constant adjustment it would seem appropriate for us to make the following comments. Since we reported in 1977, whereas the forecasts show a more realistic spread of production in the years up to 1985/86, there is still a forecast decline in production from 1983/84. In order ty ensure that land production beyond 1983/84 will be maintained at an acceptable level, items for the detailed development investigations and civil engineering design for Sha Tin Area B and Junk Bay have already been included in Category A of the Public Works Programme. the inclusion of land production from Sha Tin Area B and Junk Bay, the forecast decline from 1983/84 onwards should be reversed, provided the staff and financial resources are provided in sufficient time to enable the detailed investigations to be carried out expeditiously.
