1. In paragraph 7 of your minute of 5 February to Mr Donald on Tin Shui Wai, you said that one of the troubles with the licence idea would involve the Chinese ́recognising the 1898 lease. I merely wanted to point out that they have already done so by their state-owned companies accepting the standard NT lease, i.e. 99 years from 1 July 1898 less three days, for quite a few lots in the New Territories already.
