Please refer to Y K Pao's letter of 12 November to the Prime Minister, on which you are drafting.

When we spoke about this, I pointed out that there seemed to be an inconsistency which it would be as well to clarify with No.10. Y K Pao is evidently replying to a letter from the Prime Minister (never copied to us), and not to Lord Carrington's letter sent earlier this month on which we were consulted. I think we should seek clarification from No.10 as to exactly what has been agreed between the Prime Minister and Y K Pao. I suggest the addition of a paragraph in Mr Lyne's reply to Mr Alexander along the following lines:

''I note from the first paragraph of Sir Y K Pao's letter that he now appears to be thinking in terms of the Prime Minister participating in a launching ceremony in the UK. As you will recall, the proposal to which Lord Carrington responded in his letter earlier this month to Sir Y K involved the Prime Minister participating in the launching of a ship in Shanghai during her forthcoming visit to China. We should be most grateful for clarification and in particular it would be helpful for planning purposes to know whether the Shanghai proposal is still being considered.''
