Thank you for your letter of 12 November.

also seen your letter of 24 November to Peter Carrington.

I can understand your desire to press on with

your ideas for the launching of your ships in Shanghai

and in this country. But as we have not yet begun to discuss my proposed visit to China in any detail with the Chinese authorities, I think it would be premature to

raise your ideas with them at this stage.

I can tell you that no decision has yet been taken

on the Governorship. But we realise its importance and

have the matter under consideration.
