MR BLAKER'S PROPOSED FAR EAST TOUR

1. It is perhaps time to begin considering dates for Mr Blaker's proposed visits to Hong Kong, China and Japan in the autumn. We have already received preliminary reactions from the posts. All welcome the proposal but the Governor has mentioned his hope that Mr Blaker can avoid the period immediately preceeding his LegCo speech (unfortunately it is not entirely clear from what he has said whether mid- September or the first week of October will be the more inconvenient to him). Sir P Cradock has mentioned the Chinese National Day holiday on 1 October. There are no difficulties affecting Japan other than public holidays on 15 and 23 September and a proposed but not yet finalised visit by Sir K Joseph.
2. Since the Korea leg is now unnecessary Mr Blaker's Private Secretary has indicated that Mr Blaker might like to add a South East Asian visit to his itinerary. SEAD would welcome this and their preference would be for about four days in Burma. This would also involve changing planes and (probably) an overnight stop in Bangkok. It would be for
consideration whether Mr Blaker might use the opportunity to pay one or two calls on Thai Ministers.
