Thank you for your minute dated 27 October 1981.
For the visit you described the threat to the LPS in the Far East is low. Moreover there is no knowledge of any specific threat to him in the Middle East.

3. The LPS may use a civil airline in this instance, but it should be British or as a less recommended alternative Western allied airline.
4. Beirut, Baghdad and Tehran are to be avoided as stopping places and there should be no publicity for any stop over at any other Middle East airport.
5. Airline bookings should be made under assumed names and Detective Inspector Lamb will know who to inform of their correct names.
Appropriate security measures should be taken as from now to safeguard the details of the LPS's intended visit.
6.
It is adviseable that at least one personal detective accompanies the LPS to ensure that appropriate assistance is secured during the visit and en route.
