INITIATING PAPER ON LORD PRIVY SEAL'S VISIT TO THE FAR EAST: 2 18 JANUARY 1982
MEMORANDUM BY THE FCO
INTRODUCTION
1.
The timing of the visit is dictated by the wish of
the Lord Privy Seal to visit China, Japan, Korea and
Hong Kong as soon as possible after his assumption of
responsibility within the FCO for relations with these
countries. A visit of this sort had been planned
originally by Mr Blaker and then by Mr Ridley when
Ministers of State at the FCO but their transfer from
the FCO prevented their carrying out their visits.

2. The last comparable visit was that by Lord Carrington
to China, Japan and Hong Kong in March/April 1981.
Mr Blaker visited Korea in March 1981. Mr Rees is to
visit China and Hong Kong on trade promotion business in
December and Mr Biffen is to visit Japan and Korea in
February 1982.
