Prime Minister's Overseas Visitors in 1982

In my letter of 9 July we offered advice about the Prime Minister's overseas visits in 1982. You may also like to have a note of the invitations to visitors from abroad next year, with Lord Carrington's one additional suggestion.

Existing Fixtures

The Sultan of Oman is to pay a State Visit from 16-19 March. There are also likely to be State Visits in June and November but the visitors have yet to be decided. The President of Iceland is coming in February 1982, Mrs Gandhi of India in March and the President of Cameroon in April. M. Mauroy of France, as you are aware, has accepted an invitation to come on 17 May. The President of the Maldives is coming in May and the Pope is paying a pastoral visit in May/June.

In addition to these visitors, we are also the hosts at various bilateral European summit talks during 1982; with the Federal Republic of Germany on 19 March; with Italy in November and with the Irish Republic in May and November.

Outstanding Invitations and Proposals

The Presidents of Malawi and Mozambique have been invited for May and July respectively. The Prime Minister of Zimbabwe is invited to come during 1982 and dates are still under discussion. We have suggested separately a visit by the First Deputy Prime Minister of Iraq and also hope to arrange visits by President Rene of the Seychelles and the Prime Minister of Swaziland.

Mr Willoch, the new Prime Minister of Norway, has accepted an invitation for the first part of next year. His plans are not yet firm enough to allow him to propose dates. In separate correspondence, the Prime Minister has agreed to invite President Figueiredo of Brazil to come in either late 1982 or early 1983. The invitation is to be issued through the Brazilian Foreign Minister when he calls on 1 December.
