between the Soviet Union and Vietnam threatens

their own national security. They continue to reserve their right to "punish" Vietnam again, but have shown some flexibility on the terms for a political solution in Cambodia. Mr Atkins could

express satisfaction at the outcome of the UN

debates on Afghanistan (Brief no. ) and on Cambodia (Brief no ). He could emphasise our continuing opposition to the Heng Samrin regime, the difficulties which we and the Chinese will
