Programme
5. Details are at Annex A. The programme in Peking (4-7 January) includes official talks with the Foreign Minister and Deputy Foreign Minister, and calls on Vice Chairman Deng Xiaoping and Premier Zhao Ziyang (a separate programme is being arranged for Mrs Atkins for these periods); a formal banquet and return dinner; a press conference; a reception by the Ambassador for the small British community and Embassy staff; a meeting with EC Ambassadors; and some sightseeing.

6. The party will leave Peking on the morning of 7 January for Shanghai. The programme here will include some factory visits, & meetings with B.o and a call on the Mayor of Shanghai. They will leave Shanghai on the morning of 8 January for Hong Kong.

Official Talks
8.
The Lord Privy Seal will have one session of talks with Huang Hua and one with the Vice Foreign Minister. No formal agenda has been set, but we have told the Chinese that we expect the talks to cover the subjects at Annex C.
International Issues
9. The Chinese will probably invite the Lord Privy Seal to lead off. This will provide an opportunity to set the tone and style. The Chinese have a predilection for long prepared introductory statements. Mr Atkins might suggest that after an exchange of short general presentations the talks might concentrate
