Thank you for your letter of 19th December 1980 captioned Macau: Entry to UK of Portuguese Passport Holders. With respect, I think two separate points raised with Mr. Clift are being confused. Attached below is a copy of my brief file note reporting the main topics discussed and your letter runs together points 2 and 3 which were raised as quite separate issues.
Both points have been taken up with the Governor by Sir S.Y. in the following terms :-
Portugal (and Macau) and the EEC
Portugal is reportedly seeking entry to the EEC in which event residents of Macau, as residents of an overseas province of Portugal, may enjoy more favourable rights of entry to and economic benefits from EEC countries. Members are concerned about the economic and political consequences for Hong Kong of this possible development, and would appreciate advice from the FCO on the position and on how Hong Kong's interests can be protected.
