The Governor has agreed that I should visit Hong Kong in mid-May. I have sent him a telegram about accommodation arrangements.

I am very sorry that you will be away yourself during my visit but I am looking forward to seeing you in London before long. I hope that we can have a meal together.

3. The following are some thoughts about a possible programme. As usual, the difficulty is to combine the absorption of as much information and atmosphere as possible with the obvious need to concentrate a good deal of time on important current topics.

Depending on developments over the next month, I would expect to need to discuss:
a) Nationality Law (Bim Davies and other officials).◊
b) Vietnamese refugees (Bim Davies, Ron Bridge, David Wilson) $
c) Transit Visas for Visitors from China (Bim Davies and
David Wilson).

d) Chinese Visa Office (David Wilson).
e) District Administration Legislation and Implementation
(Dennis Bray and Graham Barnes). If possible, I would like to include not only official discussions but a visit to Kwun Tong; it would be very helpful to compare developments there since my last visit in February 1980. f) Social Services, including Reciprocal Health Agreement.s (Eric Ho). The content will depend on developments following Eric's own visit to London at the end of this month.
g) Multi-Fibre Arrangement and other trade matters
