6. The quality of Unofficials is another rather disturbing matter. Although it can now be said with confidence that UMELCO is represent- ative, it is doubtful whether the leadership is there for the future. There are people from all walks of life but Wong Lam's initial impact is turning sour and most of the more recent appointees to the Council do not carry much weight nor are they likely to develop it. I believe too much weight has been given to appearances to satisfy criticism from Westminster and Whitehall. The results herald problems for the future. It would be in everyone's interests to go for quality for the next few years; the opportunity to do so without too much criticism is provided by the cosmetic appointments of the last few years.
