PUBLIC SERVICES INTERNATIONAL (PSI)

1.

I have received advance information from Mr Harry Batchelor, the PSI's Assistant General Secretary, that he will be visiting Hong Kong for about a week in February following the Chinese New Year The purpose of his visit is to hold a seminar for PSI affiliates on International Labour Conventions 98 and 151 - the former dealing with the right to organise and collective

with the bargaining, and the latter with labour relations Public Service. As you know, Convention 98 has been made the subject of a complaint by the PSI to the ILO over the manner in which it is applied in Hong Kong.

I understand Mr Martin Rowlands was aware of Mr Batchelor's intention to pay a further visit to Hong Kong in 1981 and

Mr Batchelor intends to write direct to him to let him know that he has decided on dates in February.

3. I expect to have more detailed information about precise dates some time next week.
