Dear Lord Carrington,
I feel I owe you an apology. You were kind enough to spare me half-an-hour in Hongkong for a chat at Government House, just before you visited China. The trouble, when I had transcribed the tape, that is just what it read like a chat (remember we digressed into some background stuff about the Cambodian issue). What was on the record added little to the articles (particularly those filed by our Peking correspondent) which we published at the time of your trip.
Anyway, as you were good enough to see me and as I was mistaken enough to plump for an on-the-record interview instead of a background chat, I thought I should explain to you (and to your helpful press aide) why nothing appeared as a direct result. I hope the experience will not put you off allowing me to see you again should you traverse these parts
once more.
Remember, we agreed that Hongkong deserved a good, rounded man as its next Governor!
