You should be aware of the position on this as described in Mr March's letter of 13 March to Mr Benjamin (attached). As you see, the recommendations of the Hong Kong Transport Advisory Committee on bus fares are likely to be contested by the Government and a 60% increase in bus fares recommended. Only if this is done will KMB be able to go ahead with orders for new buses from British suppliers.

I do not suggest that the Secretary of State should raise this when in Hong Kong, although the DOT had briefed Mr Parkinson to mention it during his visit (now aborted). But since it might be attracting some attention at the time you may wish to be informed.
