You will have received my interim acknowledgement dated 12 December of your letter of 9 December, inviting Lord Carrington to address a luncheon of the Foreign Correspondents Club when he visits Hong Kong in the Spring.

I have now been able to look into this further.

Lord Carrington's visit will be very brief and I find, to my regret, that there is no way in which such an engagement can be fitted into the Secretary of State's programme.

I am afraid, therefore, that we must decline

this invitation on this occasion.
