I attach a curriculum vitae and briefing on matters

that may come up in discussion. The meeting is, however,

intended as more of a courtesy call than a working meeting.

2.

Sir Philip has been on study leave in London since

August and is due to take over as Chief Secretary of Hong Kong

from Sir Jack Cater in November.

The Chief Secretary is head

of the Civil Service and acts for the Governor during his

absence.
