Sir P Haddon-Cave said that although the full effect of illegal and other immigration had not yet been felt the major successes of public and private sector housing schemes had to some extent been diluted by immigration. Nevertheless, recently 35,000 units of public housing had been built per year and the quality of housing had improved greatly.
