In view of the scope of the Conference and the items on the Provisional Agenda, it would be highly desirable that the Secretary having the major responsibility for scientific and techno- logical affairs and the Secretary or other senior official responsible for economic planning take part in the Conference as well as leading personal- ities from the research establishments and universities of the Territory.

Accept, Sir, the assurances of my highest consideration.
