Sir,
At the kind invitation of the Government of the Philippines, Unesco will convene in Manila from 22 to 30 March 1982 a Conference (Category II) of Ministers responsible for the application of science and technology to development and of Ministers responsible for economic planning in Asia and the Pacific (CASTASIA II). This Conference is being convened in pursuance of resolution 2/01 adopted by the General Conference at its twenty-first session, and organized with the co-operation of the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP).
In accordance with decision 4.3.1 taken by the Executive Board of Unesco at its 112th session, I have the honour to invite the Government of the Territory of Hong Kong to be represented at the Conference.
Please find enclosed the Provisional Agenda (SC-82/CASTASIA II/1 Prov.) and Provisional Rules of Procedure (SC-82/CASTASIA II/2 Prov.). The working document as well as reference and information documents will be forwarded to
to you
in due course. The working languages will be Chinese, English, French and Russian. In accordance with the established practice intergovernmental conferences of this nature, the travel and sub- sistence expenses of participants are borne by their governments.
If, as I sincerely hope, the Government of the Territory of Hong Kong is able to accept this invitation, I should be obliged if you would let me know at your earliest convenience the names and official titles of the persons designated to represent it. In view of the scope of the Conference and the items on the Provisional Agenda, it would be highly desirable that the Secretary having the major responsibility for scientific and techno- logical affairs and the Secretary or other senior official responsible for economic planning take part in the Conference as well as leading personal- ities from the research establishments and universities of the Territory.
