This brief provides guidance on a number of political subjects which may arise in some form at technical meetings or conferences. It is essential that the terms of the brief are adhered to, so as to ensure a consistent policy on complex issues.

In general, the United Kingdom does not believe political questions should be raised in technical bodies; the right fora are the United Nations Security Council and General 'Assembly. Subject to the instructions for action given

in this brief, the UK delegation should, whenever possible, avoid becoming involved in discussions on political matters.

If any political question is raised which is not covered by this brief, or on which the delegation is instructed to refer for instructions, the delegation should take no part in the discussions but should immediately consult the Foreign and Commonwealth Office (UN Department, Mr McGinley, 233 4637). If there is not time for this, the delegation should abstain in any vote and reserve the UK position.
