will be finalised, attention will be drawn to our wish, on the one hand, to seo the predominant share of UNDP's resources going to the poorest countries whilst, on the other, appearing to condone continuing UNDP assistance to richer comtries for which the UNDP regards us as being responsible. It would clearly be helpful if we were in a position at the Governing Council in June to sunounce positive action on this frant.

Subject to the effect of the advice which you offer on the constitutional position referred to above, I would be grateful to leam whether you agree (a) that we should now attempt to convince the countries in question that they should forego their IF's for the Third Programming Cycle or (b) that they should receive than and voluntarily agree to reimburse in the manner prescribed abovo. If you do so agree, I would be glad if you would set the necessary wheels in motion to clear the position with the Government of the country with which you are concerned.
