Thank you for your letter of 6 April to which this is an interim reply. The subject is essentially one handled in the Government Secretariat by Economic Services Branch and I am passing your letter and enclosure to Rafael Hui, Principal Assistant Secretary (Economic Services) B. He will, however, be consulting with me on the precise terms in which we comment.

I should also like to take this opportunity to ask if United Nations Department in the ODA could encourage the UNDP not to refer to Hong Kong or other dependent territories as 'countries'. It is sometimes unwieldy and certainly we would share any preference which UNDP have for not referring to 'colonies'. However, in this context I think it much preferable to talk of places like Hong Kong as 'territories'. It reads very oddly in any case to have references to 'countries' for which the UNDP regards another country as being responsible.
