I mentioned to you, when we spoke this morning, the informal enquiry we have received from the Director of National Mapping in Australia about the possibility of holding the 10th U.N. Cartographic Conference for Asia and the Pacific in 1983 in Hong Kong.
2. The 9th Conference was held in New Zealand in February 1980 and it was then hoped. to arrange the next meeting in India. This has fallen through. The Australians have suggested China and Hong Kong and we understand that China has steadfastly declined to reply to all approaches which is being interpreted to mean she does not yet feel ready to play host.

From the point of view of the countries of the region Hong Kong would be an excellent choice. But of course Hong Kong is not a member of the U.N. John Dalgleish attended the Wellington Conference as a member of the UK delegation. Could you please advise on the protocol and formalities should the U. N. decide to make a formal application to hold the conference in Hong Kong? Should the formal invitation be to the British Government? Would the U.N's bill in connection with the conference have to be submitted to HMG although, presumably, Hong Kong could meet it since the benefits of an extra 100 odd tourists fall to that country?
4. I imagine this question has been raised before but I enclose a copy of this letter for Protocol and Conference Department in case you need to consult them.
