LIAISON WITH GUANGDONG ON SECURITY MATTERS

NR.

I was in Guangzhou from 5-7 May for discussions on improving liaison on security matters. I took with me the Deputy Secretary of the Secretariat Security Branch and representatives from Police, Immigration and Customs. As you will know from the telegrams and earlier letters, the immediate suggestion of such a visit came from the Chinese side. But the history of contacts on security matters dates back to last year when Vice-Governor Wang Ning (who doubles as Director of the Provincial Public Security Bureau) came unexpectedly to Hong Kong (my letter to Robin McLaren of 17 April). There were further

discussions on the subject both when I saw Wang Ning in Guangzhou last May (my letter of 4 June) and when the Governor was there last October prior to our change of policy on illegal immigration.

On the Chinese side the discussions were led by Zhang Jiannan, Deputy Director of the Public Security Bureau. He had with him other members of the PSB and representatives of the provincial customs, the Foreign Affairs Office and the Head of the Border Inspection Station in Shenzhen. Vice- Governor Wang Ning was due to entertain us but was taken to hospital the day before our arrival with bad influenza (genuine, I believe). Instead Vice-Governor Zeng Dingshi gave a dinner for us the day of our arrival and attended the dinner I gave the following night. We were put up at the palatial Zhu Dao Guest House where I had stayed previousl; with the Governor and Chief Secretary. This time we succeeded in paying our way; something I am keen to achieve

as business visits in each direction become more common.
