·Border Meetings

In the discussions held in Guangzhou between 5th May 1981 and 6th

May 1981, the officials from Guangdong led by the Deputy Head of its

Public Security Department and the officials from Hong Kong led by its

Political Adviser Dr. D. C. Wilson, had reached the following agreements

on the question of establishing border meeting relations.

1.

Issues to be covered at the meetings:

i.

The purpose of establishing border meeting relations

by the two sides is to facilitate the timely solving of some

specific problems which occur at the border through consult-

follows as ations. The issues to be covered are roughly

:

(i)

Questions, caused by passengers travelling between Guangdong

and Hong Kong via land and Mirs Bay and Shenzhen Bay.

(ii) Questions caused by sea and land transport (including

vessels, trains, public motor vehicles, trucks, cars and other

motorized vehicles) travelling between the two places.

(iii)

Questions caused by residents on either side of the

border who go over to the other side to engage in everyday labour.

(iv)

Questions caused by personnel from either side who crossed

the border by mistake or illegally.

(v) Questions caused by smugglers, those who escort illegal

immigrants, drug traffickers and other criminal activities.
