A good deal of the opposition is co-ordinated by the Joint Committee of Labour Organisations (JCLO), a loose coalition of over 50 labour- related bodies and social pressure groups with overlapping membership. The composition and leadership of the JCLO is similar to those involving the campaigns concerning bus fare increases, tax allowances and improved industrial safety,

IMMIGRATION

In May 4647 legal immigrants arrived from China on travel permits (daily average 150) compared with 4394 (146) in April. 61% of the permits used by arrivals in May were valid for a single journey only, continuing a trend which started in early March. The reason is simply that until recently landing procedures for legal immigrants have been simpler (for reasons of administrative convenience), for those not able to return to China. During 1980 only about 10% of travel permits were not valid for return. abuse is most evident with permits issued in Fujian province and places in

Guangdong other than Guangzhou.

Permits issued in Guangzhou are generally valid for return and during May the great majority were issued with validity restricted to three months rather than up to a year, as had earlier been common. Efforts are being made through representations to the NCNA to have this shorter period put into effect elsewhere in

China.

1207 illegal immigrants from China (daily average 39) were arrested during May, compared with 1174 (39) in April. Factors motivating people to escape remained largely unchanged from preceding months.

Total arrivals of Vietnamese refugees in May were 1772. However, 537 of these were refugees previously settled in China who are now being held in detention. During the month a further 2,000 or so such refugees arrived in Macau and the authorities
