As expected, no overt display of propaganda accompanied the Federation of Trade Union (FTU)'s first permitted use of the City Hall for a concert on 19th May. In an attempt to keep abreast of current social pressure campaigns, the FTU has issued a series of statements condemning Government proposals relaxing rent controls. There are no indications, however, that the FTU is planning or prepared to disobey Beijing's policy of reason, restraint and compromise.

The FTU celebrated International Labour Day on 1st May with a cocktail party at the City Hall Restaurant. The pro-Kuomintang Trade Union Council held its major function at the King Wah Restaurant, Kowloon. The celebrations were at about the same level as last year and passed without incident.
KMT
21.
KMT and pro-KMT organisations in Hong Kong observed the anniversaries of International Labour Day and the May Fourth Movement. Also, the "May Exodus" of illegal emigrants in 1962 was observed on 20th May. All events passed without incident but were used to promulgate the usual KMT rhetoric about the imperfections of the Chinese communist regime.

Further to paragraph 20 of the April 1981 LIC, the outgoing head of the KMT's Hong Kong branch has stressed to the new leadership the need to observe the laws of Hong Kong. There are no signs that the new leadership was inclined to do otherwise.
PRESSURE GROUPS

The announcement by Government of its intention to relax certain aspects of rent controls drew immediate reaction from a number of pressure groups, including the Hong Kong Christian Industrial Committee and the People's Council on Public Housing Policy.
