To improve district admin- istration to provide a better focus for consultar tion and participation by the Community in.·* administration at the district level.

The establishment of District Management Committees (DMCs) and District Boards (DBS) in the urban areas continued as planned. As at 31 October 1981, DMC5 were set up in all 10 urban districts and DBS were set up in 4 of them. The DMCS and DBS in the urban areas were not without teething problems, but generally they have begun well.

Following enactment of the necessary subsidiary legislation (the Declaration of Districts Order 1981, Declaration of Constituencies Order 1981 and Electoral Provisions (Registration of Electors) Regulations 1981 which were made by Executive Council on 11 August 1981, and the Registration of Electors (New Territories) (Special Provisions) Order 1981 which was made by the Governor on 18 August 1981), registration of electors duly took place between 31 August ̄and 12 October 1981. The registration result was most encouraging : altogether a total of 282,451 applications have been received

(200,799 from New Territories residents and 81,652 from urban areas residents). All applications from NT residents have been vetted and processed, in preparation for the compilation of a Provisional Register of Electors.
