In recognition of the importance of transport policies to. establish a separate Transport Branch associated with a strengthened Transport

Department.

To establish a

Transport Planning Unit (TPU) within the Branch.

2. Modernisation of the KCR

To electrify the KCR in · conjunction with a programme of capital works to improve the carrying capacity of the railway.

(i) completion of an

inner suburban service to Fo Tan by Spring 1982;

electrification to Lo Wu by Spring of 1983.
