Overseas Recruitment

During the report period, 926 vacancies within the
purview of the Public Service Commission were advertised locally,
and on 31 July 1981, 455 posts were under recruitment overseas
(including 12 posts of Police Inspectors). During the same
period 89 newly appointed officers (including 4 Police
Inspectors) assumed duty from overseas. A high level of overseas
recruitment is likely to continue in 1981.

During the report period, 372 rank and file officers
were recruited to the Royal Hong Kong Police Force, against
the recruitment target of 500. On 31 July 1981 there were
1,185 vacancies in the rank and file establishment of 19,998.
Standing Commission on Civil Service Salaries and Conditions of Service

The Standing Commission has now reached
preliminary conclusions on the review of Civil Service Pay Policy,
after considering comments from staff, management and other
interested parties in the private sector. It is in the process
of drafting a report which is expected to be submitted to the
Governor in October 1981. The Standing Commission has also
made substantial progress towards setting benchmark pay levels
for educational qualifications between School Certificate and
Degree, i.e. Matriculation, Post-Secondary Colleges and
Polytechnic Diplomas. It is expected to submit its advice to
the Governor towards the end of 1981.
