Progress made and present position

Next quarter target

(i) CAAC agreed to one-month

extensions for enhanced capacity on Hong Kong/Shanghai services for June, July and August.

(ii)Talks on air services arrange-

ments opened in London on 3 August. There is no detailed agenda for these talks, but it is likely that the Chinese will press for CAAC routes to London and USA via Hong Kong. The principal aim of HKG will be to get the prohibition on CPA serving Shanghai formally removed from the Regional Routes CMU and to obtain a better balance of regional rights exercisable by CPA

rather than a UK-based airline. These talks are likely to be only the first round (in a series expected to last up to the end of October) and of an exploratory rather than a con- clusive nature.

To keep in view and, if necessary, support CPA's proposal through diplomatic channels.

To determine HKG's line for further rounds of talks in the light of developments at the London meeting in early August.
