Replacement international airport

To consider whether an international airport to replace Kai Tak should be constructed at Chek Lap Kok.

(i) Progress on all studies

has been satisfactory.

(ii)The first Joint Working

Session with the airport master plan consultants, which was held in mid-July, produced agreement on the location of the first runway and what alternatives to consider for later runways and for the location of airport facilities.

(iii)A meeting primarily con-

cerned with airspace manage- ment was held in Guangzhou on 1 July. The atmosphere of the meeting was good, but the CAAC officials said that the question of further talks had first to be referred to Peking through diplomatic channels.

(iv)LDPC has proposed and it

has been agreed that Deep Bay should be re-considered as a possible replacement airport site now that the feasibility of the NWNT development plan has been eatablished. Parallel studies are therefore to be conducted in respect of this site.

To ensure that the programme of studies keeps on schedule.

Through the FCO and British Embassy in Peking to seek PRC Government agreement to further technical discussions with CAAC Guangzhou.

To set up a series of parallel studies as soon as possible under the aegis of DCA (and DPW).
