Purpose

To prevent illegal immigration from China

SECURITY BRANCH PROGRESS REPORT

1st May 1981 to 31st July, 1981

Part I (Major Items)

Progress Made and Present Position

a) 2,413 illegal immigrants were arrested during

this quarter compared with 2,385 in the previous quarter (and 24,184 for the same quarter in 1980). Daily average of arrests in May, June & July were 39, 23 and 19 respectively.

b) 370 evaders were arrested in the urban areas.

Figures for the successive months were 139, 132 and 99. Ten of them were arrested during a special operation mounted by the Police and the Labour Department.

c) Border Fence. All work completed exoept

Phase IIa (Tak Kwu Ling realignment area) and Phase V (Yuen Long Creek to Tsim Bei Tsui). Funds approved for Fence Protection System and Barbed Tape.

d) Joint Maritimė Communications Project.

Funds approved and Working Party considering implementation, especially details of hilltop sites for receiver stations.

e) Legislative amendments made to curb use of

speedboats for illegal immigration. Regulations due to come into force in October 1981.

f) Consultants will report in August on modern-

ization of Marine Police Radar.

Next Quarter's Target

b) A special operation.
