To monitor legal immigration from China and reduce the number to an acceptable level.

To ensure early resettlement of refugees elsewhere and-meanwhile accommodate them under UNHCR care.

Progress Made and Present Position

provisional scheme.

improving Security for passengers from China arriving at Tai Kok Tsui Pier.

The

13,504 legal immigrants have arrived during the quarter. The daily average was 148. number of single and double journey permits Wissued by the Chinese authorities are 7,989 and 5515 respectively: 10.4% of double journey permits are still valid for 1 year.

a) 3,515 refugees arrived and 4,766 left for overseas resettlement during the quarter. At quarter's end there were 14,934 refugees in Hong Kong of whom 14,192 were in UNHCR camps or supported by UNHCR and 400 in Jubilee Reception Centre (JRC) under processing by Immigration Department and 342 at WQA are supported by HKG.

b) 2,069 Vietnamese who had formerly been

settled in China were repatriated to China in July over a two week period.

c) The Immigration Ordinance was amended to

empower the Director of Immigration to impose conditions of stay on Vietnamese refugees and penalise those who refuse resettlement offers. Formal Centre Rules were also made to assist Centre Managers in the management of their centres. Refugees in breach of Centre Rules will be penalised in accordance with the prescribed procedures. with CPG authorities to accept the repatriation of the remaining 2,950 Ex-China Cases still in Hong Kong.

c) To continue to counsel

refugees to accept early resettlement offers. To monitor the enforcement of the Centre Rules by the Immigration Dept. and review the system in early October.
